- Merge per-environment account/region configs into single files with
multiple environments and per-env account_id overrides
- Drop ${bundle.environment.id} from account/region scaffolding paths
- Mark account_alias, account, and region inputs as immutable
- Upgrade terramate from 0.17.0-rc2 to 0.17.0-rc4
