On EL9 and EL10 bundled(rubygem-racc) is provided so the additional explicit requirement on ruby-default-gems isn't needed. Removing it allows using Ruby 3.3 or greater. Fixes: ec2eb97 ("Update rubygem-ruby_parser to 3.21.0")
