This PR adds the refresh_pillar command. This will enable Foreman/other services to let Salt minions refresh their pillar data on demand. This is necessary if we want to use the salt environment set in Foreman. The foreman-salt plugin will need to be adjusted to call refresh_pillar upon host updates.
