This commit upgrades the project to use uv for dependency management and ruff for linting and formatting. - Updated `pyproject.toml` to remove the `[tool.black]` configuration and add the necessary configuration for `ruff` to replace both black and isort. - Deleted the now-redundant `.isort.cfg` file. - Updated `requirements.txt` to remove the `black` dependency and add `ruff`. - Updated the `README.md` file to include instructions on how to set up the Python development environment using `uv`. - Formatted and linted the Python files in the `api/` directory with `ruff`.

This commit migrates the project from `requirements.txt` to managing dependencies with `uv` in `pyproject.toml`, with a lockfile.
