Support projects in west manifest, that already exist locally and do not need to be cloned.
The built-in west functions are adopted to work properly with local subprojects. The built-in `west` functions that are based on `git` may ignore local subprojects (`west diff`, `west grep`, `west status`, `west compare`). `west forall` is configurable. It may consider all projects (default) or only local projects (`--local` / `--no-remote`) or only projects with a remote (`--remote` / `--no-local`)
