Adds Swiss German (de-CH) locale for administrate.
Swiss German and German (de) currently share identical translations, but maintaining a separate de-CH locale prevents future discrepancies as administrate grows. Swiss German has distinct conventions, such as ß vs ss character usage and potential Swiss-specific terminology that may diverge from standard German over time.
This ensures our application properly supports both de and de-CH users without forcing a single German locale.
