User impact if declined: Users using a university account backed by Outlook servers won't be able to authenticate on SMTP, and consequently, will not be able to use the app.

Introduces or modifies localizable strings (yes/no): no
Skips a database migration (yes/no): N/A
Risk of taking this patch (and alternatives if risky): Although I was unable to reproduce this, Microsoft may require users who are already authenticated to accept the new scope. However, as we only use the new scope during the authorization phase, this is unlikely to happen.
