Following up from #98 given the matrix definition consists of individual includes instead of a full matrix, this could specify several different Python versions for spot checking for good measure.
(Going above 3.13 would mean refreshing some dependencies as
ruamel.yamldoesn't seem to build on 3.14 with the current pins.)Also adds readonly permissions and a name to the Android CI pipeline.
