What this PR does / why we need it:
controller-runtime publishes
setup-envtestbinaries as release assets.Download them instead of running
go install sigs.k8s.io/controller-runtime/tools/setup-envtestwith arelease-*branch ref.With this, we always use
setup-envtestfrom the matching controller-runtime version.Which issue(s) this PR fixes:
