can we get a requirements.txt or pyproject.toml for dependency management?

I plan to add that in a follow-up PR once this and #6 are merged, as they both will use the same pyproject.toml and I didn't feel like dealing with any potential merge conflicts between them as I get the pipelines merged.

Splitting off the timescale ingest from #3, just to make things a bit cleaner and easier to make forward progress.
