Added a delightful empty state to the IssueTimeline component to encourage user engagement when no comments exist.

UX Improvements:

  • Added a MessageSquare icon with a friendly "Start the conversation" message.
  • Implemented animate-in fade-in zoom-in transition for a smooth appearance.
  • Used a dashed border container to distinguish the empty state from actual content.

Testing:

  • Verified visually using a temporary page and Playwright screenshot (verified).
  • Ran existing tests (pnpm run check) to ensure no regressions.
