- Added context-aware empty state to the Issues page. - Displays a positive "All Clear!" message with green CheckCircle2 icon when no open issues are found. - Displays a neutral "No matches found" message with Search icon when filtering yields no results (e.g. searching closed issues). - Personalizes the success message when a machine filter is active (e.g., "[Machine] is ready to play"). - Uses `animate-in` transitions for delight. - Resolves micro-UX opportunity for "Delightful Empty States".

Implement context-aware empty states on the Issues page. Instead of a generic "No issues found" message, the UI now distinguishes between a "success" state (no open issues) and a "no matches" state (filters returned no results).
