fix(a11y): dynamic aria-labels for issue select fields #782

- Updates `SeveritySelect`, `StatusSelect`, `PrioritySelect`, and `ConsistencySelect` to use dynamic `aria-label` attributes (e.g., "Severity: Major") instead of static ones ("Select Severity").
- This ensures screen readers announce the currently selected value, which was previously masked by the static label on the `SelectTrigger`.
- Adds `src/components/issues/fields/SelectFields.test.tsx` to verify accessible names.

Improved accessibility for issue field select components by making
