Improved convergence in function minimizer

Fix a bug which made the function minimizer and the constrained minimizer sometimes run up to maximum number of iterations even though the optimal value has been found.

First release

Initial check-in. A new tag will be added each time the code is changed. README.md can be changed without a new tag, though.
