Phase 1 Congress officials and staff (hereafter referred to as staff) can log into the application Staff can create new bills and update existing ones Unauthenticated users can not see the bills Phase 2 Staff can create constituent (voter) accounts Voters can log in and view upcoming bills Voters can not edit or delete bills Phase 3 Voters can vote yes or no on an upcoming bill Staff can see voting results of each bill Visitors can view upcoming bills but can not modify them or vote Phase 4
