chore: dogfood meta upgrade (sync pin to 0.7.1) - #30

`.meta/meta.toml` framework_version and `.meta/version` had drifted at 0.5.0 (releases only bump Cargo.toml, not the self-managed pin). Run `meta upgrade` to sync them to 0.7.1; all 23 other managed artifacts already match. Doesn't touch Cargo.toml, so no release is triggered.
