Openlit >=1.36.6 has a bug with langgraph instrumentation. Also add a test to seed-gen for when openlit is enabled
This is because a transitive dependency via clusterfuzz depends on it

A transitive dependency of clusterfuzz depends on setuptools. This adds it as an explicit dependency.
