Refactor padding and width properties for better layout consistency.

Includes .gitignore, .dvcignore, and DVC config setup.
Ensure dvc pull is executed before gatsby commands for proper setup.
Implement post-checkout and pre-push hooks to automate DVC commands.
Updated heroku-postbuild script and bumped @dvcorg/websites-server to 0.3.1.
