- Ability to accept env vars as config for the pass (TypeARTConfigureation.h priority: Env->Cmd line->File)
- Centralize TypeART related options and their defaults with TypeARTOptions.h
- Used by MemInstFinder, Configurations
- TypeARTConfiguration can produce and consume this struct
- Can be dumped as yaml string
- Tests set values of typeart flags explicitly
