Fixes

Use this branch to test against the new changes. A dummy api account.v1.service is added to test this flow. Follow these steps for testing:

1. Start a local server to return error response as expected by new standards
2. Run it on a public url using ngrok
3. Copy the public url and place in src/Twilio/Rest/AccountsBase.php as marked
4. Run the example/test_new_error_response.php to play around
