Uploading file for community proposal as an independent PR separate from #21

Can I please get a quick approval if this doesn't terribly mess things?

That way I will also change Dec report to link to this instead of the unfinished About Us, and that content can later go directly into the website

Any chance you could stick it on Zenodo instead and link to it? Zenodo provides a preview, and it also makes this repo easier to manage. If we add too many binary files it can get unwieldy, e.g. it take ages to clone, people end up committing multiple version of the file if they change it because of how commits work which makes the repo even larger.
