This PR reduces the draggable area of the split panel divider to prevent collision with the scrollbar in the sidebar and unwanted grabbing in the main view. The touch area width is reduced from 20px to 12px, and the positioning logic is adjusted.

Makes the area for dragging the sidebar width smaller to avoid collision with the scrollbar inside the sidebar and as well prevent unwished grab inside main view.
So it now becomes 8px smaller(only 12px to grab) and does not overlap the scrollbar, which I think is more appropriate.
