CLDR-19188 Fix the version 48 and 48.1 DTD delta charts

Fixing the charts back to 45; which is the latest version still in CLDR staging.

The charts can now be generated by any version using the CHART_VERSION env. variable, as in:

-DCHART_VERSION=45

That will also work for generating the beta characters for an unreleased version (eg from main, not archive). For example, when 48 is the latest release, the following will work.

-DCHART_VERSION=49

If you want to generate the charts from main (not archive) just before release, but suppress the beta character, use:

-DCHART_STATUS=release

NOTE: this does not change:

• releases before 45
• update on unicode.org, such as https://unicode.org/cldr/charts/45/supplemental/dtd_deltas.html (I think that needs another step.)
