CLDR-18446
This is a follow-on (under a different ticket CLDR-19119) to #5201, which changed the
digitsentry for currencyRSDfrom 0 to 2 (by removing theRSDentry to use the DEFAULT value) to match ISO 4217 and current usage. However, per CLDR-18446 we still wantcashDigitsto be 0 for RSD, so this PR restores the RSD entry but modifies it as necessary. Since we now need to test something beyond the info in ISO 4217, this also adds a test forRSDand other currencies to ensure that all of the currency decimal values are as expected.ALLOW_MANY_COMMITS=true
