CLDR-19174
Cherry-pick to the maint/maint-48 branch the fix in PR #5266 that adds a logKnownIssue to skip the test failure that began 2026-01-01 as a result of the ISO4217 data in CLDR not being up-to-date with respect to Bulgaria's transition to EUR on that date (CLDR is correct, the ISO4217 data in CLDR is not). Without this any further PRs on the maint-48 branch are blocked, included the PR in progress to finalize the release status for CLDR 48.1.
