Overview
The dependents endpoint was very slow because as part of building the PPE it would try to find names for refs which didn't have names in the current project, which resulted in it transitively crawling ALL dependencies,.
Now it doesn't bother searching dependencies at all, since we don't care about dependents within lib anyways.
Implementation notes
Add a param so we can skip searching deps on dependents.
