Adds `seed multi-app` command that creates a project with two apps
(api + worker), two environments (preview + production), and build/runtime
settings for each app×environment combination.
trigger-webhook now requires --app-id to create app-scoped connections.
multi-app seed creates two github_repo_connections (one per app).
Write-only table with no readers. Can be re-added when inter-app
networking features actually need it.
