Add baseline names, authors and metadata

Rename rule `os_software_updates_install_enforce` to `os_software_update_install_enforce` for consistency with other software update rules.
Add rules and update NLMAPGOV Plus baseline
Update guidance script with BIO attributes. Contents of `tahoe` branch were copied and seem to show only the BIO edits.
Add `com.apple.configuration.softwareupdate.settings` as supported DDM type to be able to generate declarations with the `generate_guidance.py` script with the -D parameter
Update `parent_values` to the nlmapgov ODVs
Add pw policy rules to `nlmapgov_plus`
