Committer Notes

Added minimal Metaschema module based on the Static Analysis Results Interchange Format (SARIF).

This uses #519 as a starting point and replaces that work.

Depends on #570, which needs to be merged first.

Note, the broken links are not caused by this PR. They are already broken in develop.

This should be merged using "rebase and merge" to avoid merge conflicts in downstreams.
