@pixelb Can upstream remove the sudo touch step via /etc/passwd or something?
I think this could be converted to a safe root test via setpriv.

Maybe, systemd have files owned by root on /var/run

Yes, GNU will change tests/rm/fail-eperm.xpl to be more like tests/rm/fail-2eperm.sh
