Change ZLC/ZLA Border To Match 2024 Border Changes That Weren't Put Into Vatspy
Reason and motivation
Updating Border Of ZLC and the ZLA side as well to match.
Make it uniform with ERAM and SOP Data and make it fully corresponding with Vatspy data
