Update CZYZ and neighbouring sectors.

Description of changes

1. Update the boundary between CZYZ and CZEG
2. Extend CZUL boundary to reflect sectors delegated by CZYZ to CZUL

Reason and motivation

1. The current boundary between CZYZ and CZEG is the FIR boundary instead of the actual control boundary. This update fixes this issue.
2. In the northern part of CZYZ, high level airspace (FL290+) is delegated to CZUL. This update extends CZUL's boundary to reflect this. Some points on the CZEG boundary were modified due to this change.

3. In the southeast part of CZYZ, low level airspace (FL230-) is delegated to CZUL. This update extends CZUL's boundary to reflect this. One extra point was added to KZOB boundary to make the boundaries overlap.

1. Update ZEG high boundary over ZWG to match the actual sector boundary. We updated its end point at ZYZ/ZUL/ZWG border in the previous commit.

2. Add ZYZ SL extension into ZMP.
