Paths such as //foo/bar are valid although they cannot be used in some contexts.

Update links to IETF RFC documents.

Links to the old domain tools.ietf.org has redirect, but the redirection truncates the fragment, so the links to the specific sections of documents had not been working as expected.

Now such links are updated to point to www.rfc-editor.org, so the links in the documents and comments must be working as expected.
