Proper multiplatform wheels to PyPI

fixed cibuildwheel configuration and invocation to be canonical poetry/cibuildwheels
built and deployed ghcr.io/virtualcell/manylinux_2_28_x86_64 container with GraalVM, Maven and Poetry for use within cibuildwheels.
