Description
UserConfig.rsc: RscPluginOptions#810applycannot be used sinceapplyfilter runs beforeconfighook, which merges top-levelrscconfig. The bug is revealed while testing it on wakujs/waku#1655.This makes me feel uneasy about the whole
UserConfig.rscconcept, but it's fine for now. Let's just handle these case by case.
