Modded to work with CKAN 2.0 beta using Vagrant 2 (v1.1.0) and chef-solo on precise64 VM (Ubuntu 12.04 64bit)
I used database cookbook to create pg user and database
Added a bunch of cookbooks to make it work (maybe even excessive)
