RHOAI workbench notebook and DSP pipeline

SUMMARY:
This PR contains

1. an example notebook that can be run on Red Hat Open Shift AI (RHOAI) using the opendatahub/llmcompressor-workbench image
2. an example pipeline showing how a similar experiment can be run in parallel using RHOAI Data Science Pipelines.

This will likely be moved into a different repo, I wanted a nice url to share with other stakeholders so setting up here for now.
