In terms of versions, this is further than the one I opened, and I think separating this huge part out would make both significantly easier to work with and ultimately more likely to get merged (I have now asked for it to get a look at several times and it was ignored once and seemingly dismissed the other time).

If I am recalling this correctly, abseil-cpp was added there only because webrtc-audio-processing-2 required a newer version than the one in repos, and the specific version was selected because I saw that they've dropped some APIs in later versions, so I picked the last that still had those, reading that something fails to build with newer ones (I don't remember what exactly that was).
