As the gcc4 target was removed from the list of targets for community extensions, change the build setup to use C++20.

linux_amd64:

CMake Error in /duckdb_build_dir/CMakeLists.txt:
  Target "vortex_loadable_extension" requires the language dialect "CXX20" .
  But the current compiler "GNU" does not support this, or CMake does not
  know the flags to enable it.
