the issue for Puppet 5 - Ubuntu 20.04 looks like the ipv6 modsync issue

ignore this, we see that issue but the problem is 404 for http://apt.puppet.com/puppet5-release-focal.deb

failing tests are expected because Puppet does not provide packages for fedora32/puppet5 & ubuntu20/puppet5.
