add a way to show that the current organization is on hold

What problem is this solving?

Users with organizations in "on-hold" or "inactive" status had no visual feedback after closing the organization selector modal, making it unclear that their current organization was paused.

How to test it?

1. Set an organization status to "on-hold" or "inactive" in the admin
2. Login as a user from that organization
3. Close the modal (if it opens automatically)
4. Verify that:
   • A warning banner appears at the top of the UserWidget
   • The organization status tag is visible in the widget
   • The "Change Organization" button is available

Screenshots or example usage:

Describe alternatives you've considered, if any.

• Keeping the modal forcefully open until user switches to active organization (rejected - too intrusive)
• Only showing the status tag without warning banner (rejected - not prominent enough)
• Adding a toast notification (rejected - disappears after timeout)
