FPWD archival

To make things in sync with other VC repositories, I have created an FPWD archival directory with the copy of what goes to the W3C website.

Also, I have added the missing w3cid values for Patrick, Calvin, and Kyle into the index file

@dmitrizagidulin @msporny I solved the issues, but I picked another, purely temporary problem: the changes meant adding Hendry and Isaac to the list of editors. The practical problem is that, while Hendry has already joined the WG as IE, Isaac just submitted his request a few hours ago. It may take several days, possibly a week, because that is approved, and Isaac become bona fide WG member. Until that happens, the publication check will reject publishing.

What this means in practice, @msporny is that the echidna action should be activated only after (1) the FPWD is published and (2) Isaac becomes a WG member.

I've manually disabled the Echidna action, so we can merge away and nothing bad should happen.
