[EDITORIAL] Update comments-by-guideline to include "non-web" before software#845

Replace "non-web documents and software" with "non-web documents and non-web software" and reorder so that the order (documents before software) is consistent. Confirm for "document" and "documents"

Thanks @Lboniello for putting this together. LGTM. Reminder that we should come back to update the id references when we update the rest of the files. #non-web-document-and-software should become #non-web-document-and-non-web-software to avoid broken references.

Hi @pday1 This could be merged but I think we should wait until the @Lboniello takes a pass at the rest of the document. As per my comment above, we should try to avoid creating broken references. |
