…kages This splits the GraphQL code for querying the file URL for downloading a package into a separate crate, so that the code doesn't have to be duplicated across packages.

This PR enables support of
PiritaFiles with theUSE_PIRITA=1flag, which will force the CLIto install the packages in the
PiritaFileformat (and convert them if backend support isn't there yet).After conversion, a command is created in the
/wapm_packages/.bin/commandto help withauto-completion later on.
