feat: add phar build

Introduces a distributable CLI and PHAR packaging, plus minor CI/docs updates.

• PHAR packaging: adds box.json, .phive/box tool, and make phar target to build .build/phar/phony.phar
• CLI entrypoint: new bin/phony and Composer "bin" exposure for running the app
• Composer config: sets minimum-stability to dev with prefer-stable: true; updates composer.lock
• CI: extends Phive trusted GPG keys in workflows and Makefile
• Docs/branding: adds .cursor/branding-guidelines.md and updates README logo asset
