The Refactor

This is a total rewrite that fixes several major algorithmic bugs and uses PLANC itself (well, heavily re-factored PLANC) as a standalone library rather than a chopped up mess of header files.

NOTE: THIS IS NOT COMPATIBLE WITH LIGER 2.0.0-2.1.x

I will merge it into master (and thereby update r-universe) when liger is ready.

Initial release. I do intend to be semver-compliant but will be maintaining the 1.0.0 version with minimal changes until accepted by CRAN.
