Description

• Fixes issue where gha publish and upload summaries are printed even if commands failed
• Fixes issue where pull_request_template.md is not picked up from .github/PULL_REQUEST_TEMPLATE directory
• Updated CODEOWNERS file to what3words org teams

Testing

• This change adds test coverage for new/changed/fixed functionality

The step summaries can only be previewed once a release is created.
The pull_request_template.md will only be picked up in future PRs once this is merged to main.
Codeowners will only be synced once this PR is merged to main.
