clear out tokio/jsonrpsee; insert jsonrpc

I swapped out tokio/jsonrpsee in favor of jsonrpc as per this comment. I tested the following calls against the warnet server, and the calls work as I imagine they would. Note below: I renamed the binary to warcli-rust on my machine to differentiate it from the python warcli:

warcli-rust network start  /home/user/.warnet/warnet/warnet/graph.graphml --force
warcli-rust graph create 5
warcli-rust network info
warcli-rust network status
warcli-rust --network warnet messages 0 1
