There are already builds for this version available at https://downloads.php.net/~windows/pecl/deps/ (libfuzzy-2.14.1), but I don't know how these have been built. https://github.com/weltling/ssdeep has that version, but apparently can't be built (at least not with vs16). Thus I've taken the usual approach, updated to vanilla 2.14.1, and re-applied the patch.
A test build showed no issues. It has basically been built with winlibs/winlib-builder#21.
