What's new in this PR?

Implement the changes for adding a new system message when the apps are enabled or disabled in a conversation.

Solutions

• Creates a new use case that enables the toggling of apps specifically by reusing the access change use case.
• Adds new table for system message of apps
• Adds migration code

Dependencies (Optional)

• This enable the code for supporting new flow of toggling apps from android
  feat(apps): new flows for toggling apps in conversations (WPB-21442) wire-android#4402
